An official Sony Ericsson Service Centre won't change languages for you, they'll just update the OS to the latest version. If the phone has Chinese language on it, then it must've been destined for the Chinese market.
All phones have English installed, but ones destined for the UK, also have other Western European languages installed, such as French, German etc. You will need access to a Windows PC to do this though, and the process is likely to void your warranty. If so, you must choose "File Transfer" to mount the phone on the desktop. If not, it's possible that 3 have disabled this feature from the phones firmware.
Some network operators like to do that! Misunderstood your original post! I'm based in the UK, so I am familiar with 3 as they operate here too, although I haven't used them. Does your phone have the 3 customised firmware on it, or is it generic Sony Ericsson firmware? Do the menu screens have 3 links and icons on them, or are they the standard Sony Ericsson icons you see in the image below!
